 .
   * Add cluster health monitor thread: probes peers every 10s, tracks
     degraded state, logs recovery
   * Skip cluster session fetch when degraded to avoid blocking logins
   * Reduce fetchSession lock timeout from 5s to 2s
   * pushSession synchronous again (cluster root cause fixed in paritypp)
